How do citizens' assemblies work?

From preparation to implementation of results, a citizens' assembly goes through four stages. Our overview shows what happens in each stage.

Phase 1
Preparation

In the preparatory phase of the citizens' assembly, the topic to be discussed by the members of the assembly is determined. Then people from the population are randomly selected for this purpose and invited to participate in the citizens' assembly.

Row Phase 2

Phase 2
Citizens' Assembly

During the citizens' assembly, the participants receive information on the respective topic from experts. In small table groups, the participants discuss what they have heard and formulate questions and ideas. The discussions are professionally moderated. At the end, the assembly members jointly develop recommendations.

Phase 3
Handover

The recommendations of the citizens' assembly, summarised in a citizens' report, are handed over to the municipal council/parliament.

Phase 4
Implementation

The recommendations of the citizens' assembly are discussed in the municipal council/parliament. There, a decision is made on the acceptance, modified adoption or rejection of the assembly proposals.
