Evolving democracy: The power of a Danish bicameral sortition system
On July 13, 2026, the “Deliberative Constitutions and Charters” working group of Democracy R&D is hosting a mini-workshop on a proposal for a Second Chamber of the Danish Parliament filled by sortition. The proposal will be presented by Benny Nissen of the International Network of Sortition Advocates.
Move past short-sighted election cycles and political polarization. This presentation delivers a highly pragmatic, realizable blueprint for a new bicameral (two-chamber) system that pairs the elected parliament with a Sortition Citizens’ Chamber selected entirely by lot - bringing ordinary people back to the heart of decision-making and ensuring to govern for the next generation, not just the next election.
