Citizens´ Assembly Network: A lot of lots in Lüneburg

In the Hanseatic city of Lüneburg, the use of random selection is becoming increasingly common. Over the past two years, citizens’ assemblies have been held to discuss a management plan for the Glockenhaus and consumption-free spaces for children. From August to November 2026, a Citizens´ Jury is taking place to discuss the further development of the spa gardens. These processes form part of a permanent Citizens’ Jury with regular meetings.

From December 2025 to May 2026, randomly selected students from Leuphana University Lüneburg also deliberated on the further development of the ‘Transformation Module’ within a Student Council. In the context of sustainable development, this learning module addresses fundamental questions concerning processes of social change and responsible action in the 21st century.

At the online meeting of the Citizens’ Assembly Network on 7 October 2026, the following speakers will report on sortition-based democracy in Lüneburg

• Dr Eva Kern, Hanseatic City of Lüneburg
• Participants in the citizens’ juries and the student council in Lüneburg
